Then look at the salary.
If the candidates who meet your requirements consistently expect more than your budget, you don’t necessarily have a candidate shortage.
You may have a mismatch between expectations and the market.
The same applies to location, working arrangements, and overly restrictive requirements. Every additional condition reduces your potential talent pool.
